Congress ‘Testimonium’ = Testimony

Once every three years, the Council of Christian Organisations for the pastoral Care of Circus and Carnival Workers organizes a great congress lasting several davs. This year, it took place in the Netherlands from March 14 thru 18, on board the nice cruiser Serenity. About 40 participants from Germany, the Netherlands, Spain, Switzerland and Vatican City were welcomed, with the largest delegation (19 persans) coming from Italy.
Protestant and Catholic pastoral workers, who support funfair and circus people, encouraged each other, reinforced relationships, exchanged experiences and celebrated their religious belief. Above all, they were informed about developments in the travelling industry. Ineke Strouken, director of the Nederlands Centrum voor Volkscultuur, underlined how important it is to preserve and renew the old carnival and circus culture as immaterial heritage. On behalf of the European Showmen’s Union, Nicole Vermolen praised the good cooperation with the Council and the ECA when defending their interests in Brussels. Wouter Tuyn from the European Network for Traveler Education explained the privileged position of Dutch circus and carnival people concerning the school education of 4 to 12 year old children. In all other European countries their situation is worse. Tuyn called upon the priests to help him establish contacts with national or regional organizations wh ich are responsible for teaching circus children. He hopes to find partners to apply for a European project in connection with ENTE in order to gain expertence in correspondence courses with laptops.
Mgr. Ad van Luyn, the bi shop of Rotterdam, spake about the activities of the Commission of the Bishops’ Conferences of the European Community (COMECE). It is made up of Bishops delegated by the Catholic Bishops’ Conferences of the Euro¬pean Union. There are 24 delegate bishops from the Bishops’ Conferences in the EU. Van Luyn is their chairman.
Arie Oudenes informed about the activities of the ECA and spake about the future of the circus in Europe, seen under socio-economic aspects. He explained the following tendencies: There are more and more regulations and they are becoming more and more squeezing far circuses wh ich often have only a small administrative department. The Internet supports publicity and ticket sales. More and more circus people have a (basic) education, and circus schools influence the circus acts. At the lunch meeting organized by the ECA in Munich on March 1, the circus managers also complained that rules and regulations are more and more burdensame,
putting up posters has become difficult, animal acts are very expensive and the personnel costs are also on the increase. A prominent speaker was Maria van der Hoeven, the Dutch Minister far Economic Affairs, who takes a favorable view of the circus and carnival industry. She stated that the pas¬toral care of circus and carnival people changes because their needs change, tao. She underlined the important role of wornen in the circus and carnival industrv: “Don’t under¬estimate the warnen!”
The congress had been prepared by chaplain Bernard van Welzenes and his team in an excellent way. “Pastoral care is the cement of living together,” was one of his conclusions.

Alle drei Jahre organisiert der Council of Christian Organisa¬tions for the pastoral Care of Circus and Carnival Workers einen großen, mehrtägigen Kongress, der 2009 vom 14. bis 18. März in den Niederlanden stattfand, an Bord des Kreuzfahrtschiffes Serenity. Rund 40 Teilnehmer aus Deutschland, den Niederlanden, Spanien, der Schweiz und der Vatikanstadt konnten begrüßt werden, und die mit 19 Personen stärkste Delegation kam aus Italien.
Protestantische und katholische Circus- und Schaustellerseel-sorger ermutigten sich gegenseitig, verstärkten Beziehungen, tauschten Erfahrungen aus und feierten ihren Glauben. Vor allem aber informierten sie sich über Entwicklungen in der Branche. Laut Ineke Strouken, der Direktorin des Nederlands Centrum voor Volkscultuur, ist es wichtig, die alte Circus- und Kirmeskultur als immaterielles Erbe zu bewahren und zu erneuern. Nicole Vermolen von der Europäischen Schausteller-Union betonte die gute Zusammenarbeit in Brüssel sowohl mit dem Council als auch mit der ECA. Im Namen des European Network for Traveler Education (ENTE) erläu¬terte Wouter Tuyn die privilegierte Lage der niederländischen Circus- und Kirmeswelt, was den Schulunterricht für Vier- bis Zwölf jährige betrifft. In allen anderen europäischen Ländern ist es darum viel schlechter bestellt. Tuyn appellierte an die Seelsorger, ihm dabei zu helfen, mit nationalen und regionalen Organisationen in Kontakt zu treten, die für den Schulunterricht von Circuskindern verantwortlich sind. So hofft er, Partner zu finden, um im Rahmen der ENTE ein europäisches Projekt anzuschieben, in dem Erfahrungen mit Fernunterricht via Laptop gesammelt werden können.
Mgr. Ad van Luyn, Bischof von Rotterdam, berichtete über die Arbeit der Commission of the Bishops’ Conferences of the European Community (COMECE), die aus abgesandten Bischö¬fen der Katholischen Bischofskonferenzen in der EU besteht. Es gibt 24 Delegierte, und van Luyn ist deren Präsident.
Arie Oudenes sprach über die Arbeit der ECA und über die Zukunft des Circus in Europa aus sozio-ökonomischem Blickwinkel. Unter anderem benannte er folgende Entwicklungen: Es gibt immer mehr Vorschriften, die für die Circusse mit ihrem meist kleinen Verwaltungsapparat zunehmend zu einer Belastung werden. Das Internet spielt bei Werbung und Kartenbestellungen eine stets größere Rolle, immer mehr Circusleute haben (Grund-)Schulbildung, und Artistenschulen beeinflussen die Darbietungen. Andere Probleme sind Einschränkungen beim Plakatieren und die steigenden Kosten für Personal und Tiernummern. Prominente 5precherin war Maria van der Hoeven, die niederländische Wirtschaftsministerin, die Circus und Jahrmarkt  gegenüber wohlgesonnen ist. Sie stellte fest, dass die Circus¬und Schaustellerseelsorge sich ändert, weil sich die Bedürfnisse der Menschen ändern. Auch unterstrich sie die bedeutende Rolle der Frauen in der Circus- und Kirmeswelt. Kaplan Bernard van Welzenes und sein Team hatten diesen Kongress hervorragend vorbereitet. “Seelsorge ist der Zement des Zusammenlebens”, lautete eine seiner Schlussfolgerungen.
